Abstract

Congestion is a source of waste of energy, time, and money. Uncontrolled congestion can trigger chaos in all the aspects of the environment. Therefore, this study seeks to find an IT-based solution in order to improve traffic efficiency and safety. This study used the Project Life Cycle with an Agile Approach to develop an Intelligent Traffic Monitoring System that is effective for preventing and controlling congestions. The software used has included vehicle classification and counting unit, license plate tracking, and illegal parking enforcement. The test area spans around 9 km in the northern region of Jakarta. The results have showed that the system has been capable of monitoring and engineering the traffic. Future studies need to utilize a more precise camera and extensive vehicle database, to consider the risks of the elements to the hardware, and to expand the test area.
