Abstract


The paper presents a proposed electricity sub-sector policy for Botswana which is currently affected by supply shortage. The proposed electricity subsector policy was developed as an integral part of the broader Energy Policy for Botswana. Part of the major output from the policy development project was the production of the Botswana Energy Master Plan (BEMP) for the period 2004-2012. The paper presents the proposed policy formulation process and analyses the proposed sub-sector policy in relation to current supply shortage and national development challenges considering sub-sector policy options. The proposed sub-sector policy embody policy goals involving sustainability and security of supply, intensification of rural electrification, promote diversification of supply and enhancing efficiency of operation of the sub-sector. The paper offers lessons learnt from the policy formulation process, the application of system dynamics for policy analysis, and challenges of developing a robust and durable subsector policy under supply shortage and economic uncertainty brought about by the unfavorable international economic order.
